Europe experienced widespread relief on Monday, as the crisis caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: an extensive attack of aerial bombardment on Kyiv.
The Cycle of Peace Talks and Military Action
The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are conducted: positive announcements are delivered from various governments. Considerable effort is expended on containing certain initiatives. By night, Moscow clearly shows the world that, for them, conflict continues to be the main instrument for achieving "resolution".
Nocturnal Warfare
As Russia's attack developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from across the border, a capacity provided through up-to-date information. From observation points, military aircraft that had been deployed to intercept incoming aerial threats flew past – modern combat jets delivered to Ukraine by European allies.
Shortly after, Kyiv's air-defence systems engaged: defensive missiles targeted at a incoming threat. This was a sophisticated defense system at work, most likely supplied through allied countries. Every launch shakes the surroundings, rattling buildings. The brief panic quickly transforms into grim resignation: possibly the incoming missile won't strike its target this time, sparing the city from devastation and another blackout.
Continuous Dangers
Soon after, a heavy machine gun opened up on a drone in the vicinity, part of a defensive team – most likely allied-provided weaponry. Sadly, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.
Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, devastation and utility failures in many homes as a result of the night's assault. As always, everyone still continued their routines – experiencing conflict. But those entire period demonstrated Ukraine's vital need on external assistance – a reliance that European nations are clearly incapable to substitute in the immediate future.
Ineffective Peace Efforts
The comprehensive proposal from Washington provoked deep reactions, debate and serious worry – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and multilateral gatherings.
Every new proposal from US leadership follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This pattern will, certainly, endure.
Tactical Assessments
It is convenient to criticize specific actors of consistently pushing Kremlin's demands. But that does not seem to be the whole story. American leadership works based on a assumption understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is unfeasible to compel Moscow to abandon the territory that it currently occupies in Ukraine's south or east.
The problem is that while recognising this factual reality, American administration does little to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not evolve additionally in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the outcome.
On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but avoiding a complete military breakdown until situations evolve in its advantage.
Current Realities
Realistically, there are no real preconditions for a truce. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.
These opposing factors are guiding negotiations.
Assessment and Future
It took a mere seven days to eliminate the 28 points of the current initiative. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the rest of Europe, along with soothing efforts of representatives, and finally, recent disclosures, all achieved their purpose.
While new proposals based on previous concepts are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they remain united and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the coming months, primarily depend on ongoing international assistance.
